    Pre-election arithmetic. Part 1. “Our Ukraine”

    So the likeliness of a compromise can be considered to be reached concerning the pre-term parliamentary elections. In spite of constant attempts if not to disrupt but at least to complicate legally their carrying out as much as possible, the main political forces are still getting involved in election campaign. The necessary laws for carrying out the elections have been adopted by the parliament; new composition of the Central Election Committee has been formed. Oppositional deputies have abdicated their responsibilities. Which key tasks have got the favorites of the pre-term parliamentary elections? What can help them in solving these tasks and what will complicate this process? Finally, on what will they most probably concentrate and what policy will chose the parties during election campaign? In this material these questions are considered concerning “Nasha Ukraina” – the political force which can be referred neither to the power nor to the opposition.

    In search of a compromise

    The current political crisis in the country can be relatively divided into two stages: before and after reaching an agreement concerning the necessity of pre-term parliament elections between V.Jushchenko and V.Janukovich on the 4th of May. The first stage was characterized by attempts of psychological pressure on opponents (both from the side of the coalition and the opposition), which were displayed in mobilizing of human resources by both political camps, organization of “majdans” and “political tourism”. The second stage has an “office character” – the beginning of more or less constructive dialog of opposing parties concerning formalization of the agreement between first persons in framework of the special working group organized for this. However parallel with its work during last week a number of important events occurred affecting to more or less extent further trend of developments in particular staff rearrangement in SNBO of Ukraine.

    State reestablishment as a way out of crisis in Ukraine

    Political crisis in Ukraine, that was extremely exacerbated after President’s signing of the Decree about pre-term discharge of the Verkhovna Rada of the 5th convocation, gradually gains lingering character. Retardation of decision-making by Constitutional Court and no significant shifts in search of political compromises are evidence of the current crisis unlikely to be solved neither by pre-term elections nor by achievement of some political compromises. At best Ukraine can gain temporary truce in the form of e.g. Universal-2 with the following breaching of its conditions by contracting parties and consequently returning to a crisis. At the worst political crisis will go on becoming sharper until real country split.

    Primary risks of participants of political process related to pre-term parliamentary election

    The main event in the life of the country last week was the signing by the President V. Jushchenko of the Decree about pre-term discharge of the Verkhovna Rada of the 5th convocation. Fundamental contradictions in positions of the participants of political confrontation (coalition and government on the one hand, and opposition and the President on the other hand) concerning the pre-term election consist in relation to necessity of its holding: is the pre-term election needed or is there no need to hold it. At the same time both sides are unite (at least at their declarations) in their confidence in own victory. However it is obvious that in case of holding the pre-term election one of the sides will lose. And the question appears: who and what runs a risk in case of its loss.

    Questions without answers

    So the forecasts of almost all analysts, political scientists, politicians concerning the situation in the country and in particular concerning the prospects of President’s announcement of pre-term elections appeared to be unfounded. The Decree about pre-term discharge of the Verkhovna Rada of the 5th convocation has been signed. The debate newly arose, the confrontation is increasing. The government and the parliament refuse carrying out the decree. The situation causes a lot of questions. But among them there some basic issues.

    Spring offensive

    The situation in the Ukrainian politicum during the year after the parliamentary elections remained stably strained. It is difficult to remember even a period when the reduction of opposition between the power branches and between the coalition and the opposition could be established. The opposition was the first to turn to more active phase of opposition having signed the agreement about BjUT and NSNU cooperation and having laid down the ultimatum to the coalition consisting of 17 articles. The reverse of opposition for the opposition became “the Day of Juriy” the 20th of March. The main personages of the last week became Ju. Lutsenko and A. Kinakh. Besides the scandal with the closure of the sole political show on UT-1 made the situation in the country more dramatic.

    The most resonant news of the last week was the information about the Verkhovna Rada planning on Friday the 2 of March to register a draft law about conducting pre-term presidential and parliamentary elections on the 30th of September. The deputy head of the Party of regions faction Vasiliy Kisilev informed about it on a television channel air.

    Pre-term parliamentary elections in politicians’ and citizens’ opinion

    With the spring approach the discussions about necessity and probability of pre-term parliamentary elections in Ukraine are getting more active. Only last week a number of talk-shows took place on the key TV-channels of the country, where the prospects of conducting the pre-term parliamentary elections were discussed. Last Julia Timoshenko’s, Vjacheslav Kirilenko’s, Juriy Lutsenko’s and Nikolay Katerinchuk’s declarations about the pre-term parliamentary elections forced the Ukrainian politicum to consider the probability of such scenario. Some politicians are convinced in their rightness and victory; the others think about the passing barrier, the third consider being involved into new elections to be too early. However, the campaign according to the public belief in necessity of the pre-term elections has already started.

    Modification of political configuration in relation to the adoption of the Law “About the Cabinet”

    The last day of the second session of the Verkhovna Rada of the fifth convocation was marked by the overcoming of the presidential veto for the Law “About the Cabinet” prepared by the government. In exchange to support of the law about the Cabinet the coalition supported the drafts about the opposition and about local authorities.

    Potentially topical aspects of political life in Ukraine in 2007

    The end of the political 2006 went under the badge of a confrontation between the President and the government, which came to the boil while adopting a budget for 2007: for the first time the President imposed a veto for this document. Though a certain agreement was achieved on the main economical document, the President continued to apply this mechanism. The situation about overcoming of the presidential veto for the law about the prolongation of the moratorium for sale of land caused the biggest resonance. It is related to BJuT’s decision to join the coalition in veto overcoming. It was overcome in such a way. However the parliamentary faction of the Communistic Party protested against the President Victor Jushchenko imposing a veto for the laws adopted by the Verkhovna Rada and proposed to declare him an impeachment. A member of the CPU faction Valentin Matveev announced it at the parliament sitting. Communists consider the President “waging a real war with the parliament by imposing a veto for adopted legislative acts”. Consequently the country started 2007 in conditions of a usual aggravation of the relationships between the power’s branches. Thereupon a number of potentially topical problems of the political life of the country this year can be outlined.
